SACCA Update – Project Indlela, IKS Sandbox & 11:11 National Discussion
Hey everyone,
It’s been a while since our last update, and we wanted to share what we’ve been working on. Over the past few months we’ve been engaging with all the major associations, club networks, club operators, legal consultants, and cultivators to build alignment and strengthen collaboration across the cannabis sector.
Through numerous engagements with multiple stakeholders and industry leaders - Project Indlela was born.
Indlela means 'The Path / The Way' in Xhosa & Zulu.
We have prepared a proposal to register an IKS Sandbox Project, which will be submitted to the DTIC in alliance with SACHIDA and MBOSA — a community-driven initiative designed to present a balanced solution to government that allows non-commercial cannabis clubs to co-exist with commercial operations in a fair and sustainable way.
Here’s the concept in short:
Commercial model: Licensed facilities need access to the local market. By recognising existing Section 21 clubs and dispensaries as legal outlets, we can establish a regulated licensing framework that supports trade, creates jobs, and generates tax revenue — all while maintaining accountability and traceability.
Non-commercial model: Cannabis clubs remain community-based, harm-reduction sites, focused on education, responsible access, and onsite consumption. These spaces are non-profit and built around social inclusion, health, and empowerment, rather than commercial gain.
The IKS Sandbox acts as a regional hub model, endorsed through government collaboration. These hubs serve as safe and legal entry points for community and legacy cultivators, offering access to:
Processing, packaging, distribution, and secure transport facilities;
A legal source of product for community-based clubs; and
A structured pathway into the formal market for small-scale and traditional growers.
The system is modular and inclusive — meaning any club should be able to establish a regional hub, provided it meets the necessary compliance and community criteria. This framework promotes equitable participation, safety, and transparency throughout the supply chain.
This concept opens up multiple opportunities for land owners and investors as well, where it creates a scenario in which Regional Hubs, Community Clubs, or Cultivators with the required permit/ licensing may put out tenders for investors or land owners to establish financial agreements which provide economic opportunity to dormant land owners - ie. 10% of all income of the cultivator/ hub/ club can be provided in lue of rent.

Finally we’re also excited to announce our upcoming 11:11 Project Indlela National Discussion, hosted by Cannabiz Africa - where we’ll dive deeper into the IKS Sandbox, discuss the coexistence of associations, club networks and compliance models. We invite open participation from everyone passionate about a fair, inclusive, and community-driven cannabis ecosystem.
The goal is to establish a unified voice as the Cannabis community and approach official governmental policy makers with a solution which is an ideal fit for the unique socio economic environment of South Africa and ticks all their boxes.
