This paper outlines SACCA's formal position on the legal recognition and regulation of Private Cannabis Clubs in South Africa. It is intended to guide and inform policymakers, regulators, and civil society stakeholders on a practical and rights-based framework for cannabis reform.
SACCA Registered Cultivators
Role:

Serve as compliant sources of legal cannabis for SACCA Registered clubs.

Licensing guidance through Department of Agriculture, DTI, or relevant regulatory body.

Clubs may appoint approved growers based on SACCA-vetted standards.
Purpose
To ensure that all cannabis cultivators supplying SACCA-affiliated cannabis clubs adhere to a unified, high-standard framework that prioritizes:

1. Legal & Regulatory Requirements

All cultivators must comply with South African cannabis cultivation laws applicable at the time.

If operating under a cultivation license (medical, hemp, or research), documentation must be made available to SACCA upon request.

Cultivators operating within traditional, religious, or indigenous frameworks must submit a declaration outlining their practice.

Cultivators supplying cannabis for export or SACCA-registered for-profit clubs must adhere to all required permits and agreements.
2. Operational Compliance

Must be able to provide traceability records of all plants from seed to harvest (batch tracking, strain identification, harvest dates).

Must utilize a cultivation plan which includes:

Indoor / Greenhouse / Outdoor specification

Organic, hybrid, or synthetic nutrient approach

Pest and disease management protocols

Waste management and composting of cannabis by-products must be environmentally safe.
3. Product Quality Standards

Cannabis must be free of harmful pesticides, heavy metals, molds, or pathogens.

All dried flower must be:

Properly cured (minimum of 10–14 days)

Stored in glass or BPA-free containers

Labelled with strain, batch number, grow date

Optional: Submission of lab results (if available) for potency and safety analysis.
4. Safety and Hygiene

Staff must be trained in basic hygiene and contamination prevention.

Drying, trimming, and packaging areas must be sanitized and free from cross-contaminants.

No tobacco, alcohol, or other substances may be mixed with cannabis products without disclosure.
5. Sustainability and Ethics

Growers are encouraged to use organic and regenerative farming methods where possible.

Ethical labor practices must be upheld (no child labor, fair wages).

Water use should be efficient and, where possible, recycled.
6. Supply and Distribution

Cannabis may only be supplied to SACCA-affiliated clubs, registered SACCA for-profit clubs (if compliant), or legal export entities.

Cultivators may not sell to unauthorized individuals or groups.

All transactions must be recorded and subject to audit if required.
7. Transparency and Accountability

Cultivators must complete a SACCA Grower Compliance Application Form.

Growers must submit an annual self-assessment report detailing:

Any incidents or recalls

SACCA reserves the right to review, inspect, or request documentation to verify ongoing compliance.
8. Community Participation

Cultivators are encouraged to participate in the SACCA Forum and collaborative updates to this Code.

Amendments are suggested via the Forum and reviewed through a transparent, community-led process.

Voting period for changes: 14 days, followed by approval and publishing of updates.
9. Disciplinary Actions

Non-compliance may lead to:
